Is that a question?Well, yes it might be seen as general knowledge (it's not like children are usually given non-toxic products whenever possible, and would recognize vermilion and cadmium at first sight), but since nobody knows ALL that is labelled "general knowledge", we wanted to avoid to some readers the embarassment of discovering what they ignore is considered such.This politically correct technique is made obvious by reconstructing the sentence differently, and by realizing how artificially easy it is:"We are recalled that cadmium and vermilion can be dangerous... which is the reason why I'm never gonna paint."My pleasure to make you feel at ease.
And if you are the Cat I know (I think you are because your style is really unique =p), let me appeal to your deeply rooted sense of logic, and intelligence.1°) If it is general knowledge, why doesn't Winter, the protagonist of this webtoon and incidentally an art student, know this?2°) If it is general knowledge, why would the artist bother mentionning it to us, using the protagonist as proxy?3°) If it is general knowledge, then what? And if it isn't, then what? At the end of the road, only undeserving flaunt, isn't there?

Her excuse could be that she is a fresh art student or that she reads the wrong things.I learned about certain paints being incredibly toxic by reading various manga.So perhaps General Knowledge isn't the right word... but then who would think of ingesting paint once they are past the child stage where you put everything into your mouth?
